THE AVASUS ECOSYSTEM AS A DIGITAL AND STRATEGIC COMMONS

This study analyzes public Distance Education through the lens of political economy and critical theories. The objective is to investigate the AVASUS ecosystem as a digital commons that subverts the market logic of 'cost per student'. The methodology consists of a theoretical-documentary approach combined with the analysis of operational transparency indicators. The results demonstrate that governance based on Open Educational Resources ensures cognitive sovereignty and the democratization of knowledge. The strategic role of public infrastructure in strengthening Collective Health against platform capitalism is highlighted.
